President Woodrow Wilson signed this certificate, "Columbia gives to her son the accolade of the near chivalry of humanity, Walter B. Shelton, Pvt., Co. C, 120th Inf., served with honor in the World War and was wounded in action." The drawing of Columbia dubbing a soldier was designed by Edwin Howland Blashfield in 1919.

Edwin Howland Blashfield (1848-1936 or 9), born in New York City and educated at the Boston Latin School, studied art in Paris and Italy from 1867 to 1881. Some of his most important paintings were "The Evolution of Civilization" on the dome of the Library of Congress, "The Power of the Law" panel in the New York Court of Appeals, and "Pittsburgh Offering Her Steel and Iron to the Commerce of the World" on the lunette, Bank of Pittsburgh. Born in New York City in 1848, Edwin Howland Blashfield became an artist who specialized in mural painting and advocated for public art. In 1867 Blashfield traveled to Paris where he studied with the figure painter Léon Bonnât. Blashfield's works were exhibited at the Paris Salon during 1875-1879, 1888-1889, and 1892-1893.
